Arunachal celebrates 27th Statehood Day

Ramesh advocates for spl approach towards NE

CM announces one job to each member of household

ITANAGAR, Feb 21: The 27th Statehood Day of Arunachal Pradesh was celebrated throughout the state and outside with various programmes highlighting various achievements, developmental works taken up and implemented by the state government.

Addressing a huge gathering on the occasion at Indira Gandhi Park here yesterday, Union Rural Development Minister Jairam Ramesh advocated for a special approach by the Centre towards north-eastern states while preparing policies, keeping in view various challenges of the region.

"The north-east region cannot be considered at par with other states owing to its geographical factors and we need a different outlook for the region, especially in terms of rural connectivity and other rural development programmes," the minister said

“The Centre has accorded top priority to development of Arunachal Pradesh and during the last five years, many central flagship programmes were implemented, including projects under the Prime Minister developmental package announced during 2008,” Ramesh said.

"Arunachal is very close to our heart and there will be no dearth of developmental fund for this land-locked state," he said, assuring all possible help for rural development in the state.

Expressing satisfaction over the progress of various developmental projects in the state, the minister said all challenges hampering development in the state would be addressed.

"We will ensure that every penny is judiciously spent so that people could witness visible development taking place in the once neglected state," he said.

Announcing several rural development projects for the state, Ramesh said all the 4,000 rural habitation in the state which are yet to be connected by roads would be connected by all-weather roads under Prime Minister Gram Sadak Yojana (PMGSY) scheme within the next five years.

Referring to insurgency problem in Tirap, Changlang and Longding districts, Ramesh said once the Naga political issue is resolved, the insurgency problem in these three districts would be resolved.

"With UPA's untiring effort, there is a political solution in sight for the vexed Naga issue. Once peace is established in Nagaland, it will prevail in Arunachal too," he said.

The union minister also announced an amount of Rs 50 crore and Rs 170 crore for construction of 55-km-long Bameng-Lada road in East Kameng district and 155 km long Miao-Vijaynagar road in Changlang district respectively, the foundation stones for which were laid by him Tuesday.

He said a special programme for women self-help groups had been prepared by his ministry to help women gain economic independence.

"The programme will be extended to Arunachal Pradesh soon after due approval of the union cabinet," he said, adding, more youths of the state would be provided employment under the MGNREGA scheme.

Stating that Arunachal was on the threshold of development, the minister exuded hope that the socio-economic relationship between India and Myanmar would improve once the border trade between both the countries start officially.

Later, the Union Minister Jairam declared open the "Festival of Arunachal" coinciding with the Statehood Day celebration.

Earlier, Governor Gen (Retd) JJ Singh inaugurated the Statehood Day celebration by unfurling the tri-colour amidst showering of flower petals by three IAF helicopters.

Paying tributes to former Prime Minister Rajiv Gandhi, who laid the foundation of Arunachal Pradesh as a state within Indian Union on this day during 1987, the Governor said that it was because of his (Gandhi’s) personal initiative and love for the state, Arunachal Pradesh was conferred full Statehood.

 

"No stone is being left unturned by the state government to pave way to pursue its progressive, need-based, area-specific, and welfare-oriented policies.

Focus is on every sector that can have an impact in addressing the needs and aspirations of every common citizen, the governor said while addressing the people.

The state government has prioritized road communication, agriculture and allied sectors, tourism, hydropower, education, health and skill-development as its focus areas, he said.

"My government has emphasized on road communication as the 'Vehicle for development' in the state. It is one of the key components in the growth process as road communication promotes access to economic and social services. Many road projects have been taken up under Central Road Fund, Rural Infrastructure Development Fund, Non-Lapsable Central Pool of Resources, and Special Plan Assistance along with those funded by North Eastern Council," he disclosed.

The Statehood Day is an appropriate occasion for introspection and re-dedication, the Governor said and appealed to every Arunachali to contribute towards making Arunachal Pradesh more peaceful and a more developed state, devoid of Bandhs and any type of violence. I call upon all my fellow citizens to re-dedicate themselves towards this important cause," he added.

Addressing the people on the occasion, Chief Minister Nabam Tuki said that his government will provide at least one job to each member of a household, either in private, public sector or self-employment.

"We will target creation of one lakh new jobs during the five year period beginning from 2013 and create at least 25,000 such new opportunities during the current year. For skill development and capacity building, we have already set up Employment Generation and Skill Development Councils," Tuki informed.

"We have to rebuild, re-dedicate and reiterate our unity and march on with a sole mission of peace and progress. I and all my colleagues reaffirm our responsibilities of working tirelessly towards turning the aspirations of the people into reality," he said.

The last few years have brought about a positive change in the development trajectory of the state, he said.

"In 2007, the state's per capita income was 10 per cent lower than the national per capita income. Today it is almost 10 per cent higher. Our annual growth rate during the 11th Five Year Plan has been 9.4 per cent, which is about 1.5 per cent higher than the national growth rate," Tuki pointed out.

"Our sincere efforts have resulted in realistic progress in health, education, agriculture, horticulture, sports, tourism and social sectors. We have also made progress in road communication and railway and air connectivity," he disclosed.

Tuki informed that President of India Pranab Mukjherjee bestowed on us the Krishi Karman Award in recognition of our performance in food grains production during 2010-11. We were also awarded the Green State of the Year award by CUTE, an internationally acclaimed organization affiliated to UNESCO and UNICEF. The India Today group recognized us as the ‘Most Improved State in the Small State Category’. Last Year the ‘Lonely Planet’ listed our state as the 4th best tourist destination in the world while recently the Outlook Traveler, a reputed travel magazine, enlisted us as the best upcoming tourist destination of the country. These awards and recognitions are proof of our developing status and we will ensure that we continue the good performance in all years to come, he said.

Tuki assured that the trans-Arunachal Highway, which is under construction, will connect and inter-link 11 districts of the state while Itanagar will be connected by a 4-lane highway with rest of the country. The railway connectivity is also fast coming up and the state will also be in the railway map of the country by March this year, he added.

For air-connectivity, we are thankful the Government of India for approving a Greenfield Airfield. For other parts of the state Advanced Landing Grounds (ALGs) are coming up at Pasighat, Ziro, Mechuka, Tuting, Walong and Vijaynagar. The one at Vijaynagar has already been made functional. Very recently we have reintroduced helicopter service in the state connecting Itanagar-Guwahati and Dibrugrah. Other district headquarters would be soon provided with chopper services in the next phase, he informed.

At AALO, unfurling the tricolor on the occasion, former political assistant Tapang Taki that though the light of development came late in this part in comparison to other developed states of the country, Arunachal Pradesh has emerged  as one of the fastest growing states of the country. The pace of progress has been taken to new heights in all sectors by the successive governments, he said.

Arunachal is a land of multi ethnicity due to its diverse tribes, practices, beliefs and other tribal ways of life but striking feature of this state has been its unity in diversity. This land is known as the island of peace and it is important to maintain this healthy tradition, he said.

“We should be able to create a atmosphere where all tribes and communities can thrive and prosper with a collective thought pattern in shaping the district in particular and the state in general”.

He appealed the youth force to use their youthful energies for constructive purposes and shoulder social responsibilities to create a more vibrant, dynamic and economically strong Arunachal Pradesh.

At BOMDILA, West Kameng Deputy Commissioner Rinchin Tashi called upon the people, especially the departmental officers to discharge their duties with utmost sincerity, dedication and in a transparent manner so as to achieve development in true sense.

“Your actions and achievements will speak volumes, ‘’ said the DC and reiterated on the importance of maintaining peace and tranquility for the all round development of the area.

Earlier, Tashi dealt at length on the evolution of the present day Arunachal, beginning from its mention in the Mahabharata and Puranas with special emphasis on the various developments and regulations after the inception of the Inner Line Regulation in the year 1873 subsequently leading to its present status as a state of the Indian Union.

Various traditional and folk dances, field and track events, Ladies Tug of war, exhibition football match and the tribal food festival added color to the daylong celebration.

The departments of PHED and ICDS exhibited the Roadmap to healthy life through green and clean environment under the Total Sanitation Campaign programme & a Sale cum exhibition counter of the handloom products of the NGOs of the district respectively.

At CHANGLANG, Zilla Parishad Chairperson Junpo Taikam Jugli unfurled the National flag amidst huge gathering at the general ground.

Addressing the gathering, she appealed all to put sincere efforts for the development, progress and prosperity of the district in particular and the state in general.

Highlighting the various achievements made in various sectors in the district during the year 2012-2013, she informed that 9 computer rooms, 24 classrooms and 6 laboratories were constructed under National Madhyamik Shiksa Abhiyan. She also emphasized on quality education.

Expressing grave concern over growing drug addiction among youths, she gave stress on creating mass awareness on ill effects drugs to contain the menace.

Baby show, march past by APP jawans, local food  stalls, band and PT display by the students various govt. and public schools, games and sports competitions were other highlights of the day-long programme.

At DAPORIJO, Parliamentary SecretaryPunji Mara unfurled the tri-colour on the occasion.

The celebration started with a sanitation walk and wildlife awareness campaign organized by the PHED and WD Department.

Addressing the people, Mara appealed all to extend co-operation to the govt. officers for proper implementation of various schemes, programme and policies of the government. He stressed upon the need of maintaining cleanliness in the township and discouraged migration of people from rural areas to urban and suggested them to put more emphasizes on education, agriculture and horticulture sectors.

While expressing concerne over frequent fire incident, he appealed one and all to take precautionary measures to prevent fire accident in Upper Subansiri. He also expressed grief and sorrow over death three precious lives in the recent fire accident at Sigin-II colony.

He appealed DA to put a blanket ban on hunting of wild animals, birds and protect flora and fauna.

Deputy Commissioner Tahang Taggu informed that hunting of wild animals, birds, illegal fishing and destroying of flora and fauna have been completely banned in Upper Subansiri district and violators would be dealt sternly under relevant law.

Other highlights of the celebration were folk dance and modern dance presented by the various women groups and school children, exhibition stalls by various deptt and NGOs, games and sports competitions.

The celebration was attended by the senior citizens, PRI members, GBs, head of offices, govt officers and officials, public and students.

At ZIRO, MLA cum Parliamentary Secretary Padi Richo declared that in continuation of CM’s programme of generating 1 Lakh employment in the state, a Community College and an ITI will be opened in Ziro. These institutes will help in developing skills, along with reduced investment by the students as they won’t have to go outside their home town for getting such training. These institutes will impart skills like mobile and computer repairing, carpentry, masonry, agricultural mechanisms etc. which will generate self employment.  It will train students even if they have not completed their matriculation, thus increasing their chances of earning a better livelihood, he said.

“Clean Ziro” initiative by District administration headed by Deputy Commissioner Taru Talo, has continued to encourage people to keep their localities clean by awarding the cleanest area to Engineering colony with a cash prize of Rs 10,000 and second place for the same was awarded to SSB Gate in Ziro township area.

Earlier in the morning, a “Swachta Rally” was taken out in the township area by school students shouting slogans of patriotism, cleanliness and sanitation as part of the celebration.

Similar rallies were also organised by the PHE & WS department at Raga and Yachuli, which saw active participation by the students of various schools, govt staffs and general public etc.

Various officials of the district, Panchayat Members, Gaon Buras, Gaon Buris and other Public members attended the celebration.

At PASIGHAT, East Siang Deputy Commissioner RK Mishra hoisted the national flag.

In his address the DC said that the state has made remarkable progress in all front since attained statehood. However, there is lot to be done. He called upon the people of the district to maintain peace and tranquility as peace is pre-requisite for any development.

“I envisioned creating a model district, where peace and harmony would prevail, besides bringing development in leaps and bounds with wholehearted cooperation, dedication and sincerity of my loving citizens”, he said.

He highlighted the various achievements made by departments in the district and stressed on hydropower development.

Later, the DC inaugurated the exhibition stalls put up by various govt departments.

At Bilat, local MLA Dr. Tangor Tapak unfurled the national tri-color amidst huge gathering. He presented a brief report on progress made by the state in general and Ruksin area in particular during the last 26 years.

The Statehood Day was also celebrated in all the administrative centers under East Siang district.

At ROING, The 27th Statehood Day was celebrataed with much fanfare and enthusiasm at General Play Ground here.

Unfurling the national flag on the occasion, Deputy Commissioner Shiv Kumar has emphasized the need for proper planning for a better future of the state. He appealed all to maintain peace and tranquility for development.

Terming, “free and fearless living as another facet of development,” he sought co-operation from every section of the society to maintain law and order to instill a sense of safety and security among people.

He exhorted the school management, principals and teachers to create healthy atmosphere in the school and also to teach value based education to the students. He also advised the student to devote their time and energy only to their studies.

He also sought the co-operation of general mass to eradicate drug menace from the district.

On the occasion, the district administration felicitated meritorious students of Class X and XII of the session 2011-12.

At YUPIA, Papum Pare Zila Parishad Chairperson Nabam Aka while giving a brief account of progress made in various front in the district, informed that the year 2013 will witness completion of many pilot projects in our district like construction of Trans-Arunachal Highway from Yupia to Hoj-Potin, Railway connectivity from Harmuti to Naharlagun etc. Similarly other developmental works are in the offing under our district in various departments as well, she informed.

Informed that Union Minister for Human Resource Development M.M. Pallam Raju inaugurated the foundation stone of NIT at Jote on February 10 and the newly constructed CO Office, Kakoi was dedicated to the general public of Kakoi village by MP Takam Sanjoy on February 11.  Further, the State Govt. has sanctioned a new Govt. College at Doimukh which is functioning temporarily at Lekhi village. The new Tourism project at Jote village was inaugurated by the Governor on January 25.  Moreover, the State Govt. is planning to construct Mini-Secretariat in all the District Headquarters of the State. For this the Govt. has directed all the Deputy Commissioner to prepare detailed Project Report and model design for onward submission to Govt, she said.

On the occasion, the school children and cultural troupes of the villages presented colourful programmes. The commendation certificates were also awarded to best ASHA (Accredited Social Health Activist) of Papum Pare.

Kara Ama from Mani sub center Doimukh and Taba Bina of Upper Tubung Balijan Circle were presented the commendation certificate by Nabam Aka. She also presented the GB appointment order along with the Red Coat to Debia Kojum of Bogoli village under Doimukh Circle.

The daylong programme ended with prize distribution to the cultural troupes by Papum Pare Deputy Commssioner Pige Ligu.

All head of departments, public leaders and public of Yupia and adjacent villages attended the celebration.

At KHONSA, MLA Kamthok Lowang while addressing the gathering on the occasion, highlighted the Government’s development initiatives such as the creation of 1,00,000 new jobs during the 12th Five Year Plan period, creation of food security and launching of CM Agriculture Mechanization program, health for all, construction of mini-secretariat buildings and the CM Paryatan Vikas Yojana etc. He called upon the people to be a part of development processes in the district. He also highlighted various developmental schemes undertaken in the district.

The public were enthralled by the colourful inter-tribes dances presentation from the troupes of the Nocte, Wancho, Tutsa, Adi, Apatani, Nyishi, Galo, Tagin and the Monpa tribes. Delicacies and Art-Crafts from different Arunachalee tribes were showcased in the Food and Craft Stalls where the tremendous footfalls was registered. Fully charged up inter- tribes ‘Tug of War’ competition was another attraction that scorched up the festive air.

The Noctes were the clear winner, the Wanchos came second and the third place went to the Nyishis.

In the afternoon, a friendly football match was held in between the DC’XI and The Public’XI in which the the former led by Dr. Sachin Shinde  as Captain and SP Dr Vikramjit Singh as Vice- captain defeated the latter by 2-1 goal.

The Commandant, 36th Bn CRPF B Sharma, hosts of Panchayat leaders, students and Government officials and huge gathering of public were present on the occasion.

At TEZU, the day was celebrated in a befitting manner at jubilee ground amidst a huge gathering. The celebration started with inauguration of boundary wall at jubilee ground followed by ceremonial unfurling of national flag by local MLA cum Parliamentary secretary Karikho Kri.

In his speech, Kri narrated the brief history, evolution and growth of Arunachal Pradesh.  While highlighting the achievements of various departments in the district, he called for support for peace and communal harmony. He said that development cannot be achieved without peace. Awards for best kept and clean office premises, govt quarters, shops and best service rendered to public were given away on the occasion.

At YINGKIONG, Deputy Commissioner Liyon Borang hoisted the national flag.

Addressing the people on the occasion, Borang appealed the senior citizens, public leaders, PRI members and Gaon Buras to extend full cooperation to the government officers and officials in implementing all developmental activities to achieve our common goal, the single point agenda of making Upper Siang a model district.

The other highlights of the day-long programme were exhibition stalls put up by various govt departments, NGOs, Tug of War by ADC team VS Women Welfare society team, other sports item, cultural display by various communities, comprising Adis, Assamese, Nepalis, Biharis, Mishings, Membas and prize distribution.

Among others the SP, all HoDs, Officers, Gaon Buras, PRI members, were enthusiastically present in the function.

At BORDUMSA, ADC Kento Riba hoisted the national flag.He spoke about the importance of the day recalling the great leaders of the state who made the dreams of statehood possible for us.

The program was attended by the BDO Bordumsa Tamo Riba, ZPM, and Commanding Officer of the 8th Bihar Regiment along with his rank and file.

Traditional cultural display by various tribes, like Singpho, Galo, Deoris etc, sports competition and award distribution were other highlights of the day.

At LEPORIANG, Circle Officer Hage Tarung unfurled the National Flag amidst the presence of panchayat leaders, general public, government staffs and students. There was overwhelming response from the Gaon Buras of Leporiang and the general public. March Past by students, games and sports were the main attractions of the day. Prizes were later given away by the Circle Officer.

Statehood Day was also celebrated at Chandigarh and Pune.

At  CHANDIGARH, the celebration was organized for the first time by Arunachal Students of Chandigarh (Punjab) at ATFT College and attended more than 600 students.

Dr, Gulshan Sharma, president of North India Management Association (NIMA) cum Executive Director of ITFT College Chandigarh attended the celebration along with JN Vohra, the General Secretary of NIMA and other faculty members of the College were present in auspicious occasion.

The main attraction of the programs was exhibition of traditional ornament by all tribes of Arunachal Pradesh, including Adi, Apatani, Nyishi, Tagin, Galo, Mumpa, Nocte Wancho, Mishmi and Mijo Digaru.

At PUNE, Arunachal Students Welfare Association, Pune (ASWAP) and My Home India Organisation jointly celebrated the Statehood Day. Nearly 100 students of Arunachal Pradesh studying in different colleges in Pune participated in the celebration.

Senior Police Inspector Bhanupratap Barge of social security cell of Pune police crime branch interacted with the Arunachalee and said that Pune Police is committed for the security and safety of Arunachalee students in the city.

Prashant Mahamuni and Mayur Karjatkar, coordinators of My Home India, an NGO working for students of North East India, along with some residents of Pune also participated in the celebration giving a message of national integration.  

Freshers Meet of those boys and girls of Arunachal Pradesh who recently came to Pune for studies was also organized on the occasion.

Nandakishor Ekbote, director of the Modern College in Pune and writer Shashidhar Bhave were also present.

Governor calls for quality education  

ITANAGAR, Feb 21: Arunachal Pradesh Governor General (Retd) J J Singh today called for stronger measures for betterment of higher and technical education in the State.  The Governor was addressing at the inaugural session of the XIII Conference of Higher and Technical Education as Chief Guest at Golden Jubilee Banquet Hall, here today.

He said that ensuring quality of higher education is one of the most important things we can do for future generations. “We must ensure our system of higher education offers world-class quality for a world-class economy.”

The Governor, who has been attending the Conference of Higher and Technical Education six times in a row called upon heads of institutes to provide the much needed leadership to help those who are doing poorly to do well and to help those who are doing well to do even better. “A team spirit is required to direct individual accomplishments towards organizational objectives,” he said and advised them to inculcate the spirit of working together toward a common vision.

The Governor emphasized on proper academic environment for students to excel and at the same time basic facilities for the teaching faculty. Stressing on use of information technology which can help in improving the performance of the students and teachers, he said use of Edusat needs to be encouraged.

The Governor further informed that he has approached some Chief Ministers and his Governor colleagues in various states such as Maharashtra, Andhra Pradesh and Punjab for reservation of seats for students of Arunachal Pradesh. He also volunteered to take up the matter regarding requirement in having better infrastructure in the colleges and University in the State with Ministry of Human Resources.  Speaking on the occasion, Chief Minister Nabam Tuki said that State government is keen to expand the scope and provide access to a greater number of aspirants among the youths.

“Many of our families in the rural areas are not financially well off to send their children for general or technical education. Consequently, a big segment is deprived of the opportunity. Their potentials remain untapped. Hence, the State Government has decided to take higher education almost to the doorstep of the aspirants, the Chief Minister said.

Higher education sector is now booming in the state like never before, the Chief Minister said while adding that State Government has a plan of setting up 10 Model Degree Colleges of which 3 have already started functioning from this current session - one each at Doimukh, Daporijo and Nyapin. 7 others are to begin during the XII five year plan period, he added. Over and above this, a few Community Colleges are coming up with the support of the Union Government, the chief minister disclosed.

 The chief minister emphatically said that various programmes have been launched to streamline the primary and secondary education and the higher education sector too has received priority of the Govt during the last 3 years.

Stressing on the vocational and technical education, the chief minister further  disclosed that the Government is planning to set up 10 new Polytechnics, five of which are to start functioning from the next academic session at Namsai, Pasighat Roing, Dirang and Laying.

He further informed that the State Government has launched an ambitious scheme of providing one lakh employment within next 5 years; and the pass out students of Polytechnics can be the proud contenders of such posts with their technical expertise. Thus the educational profile of the state has witnessed a steady rise in the last 3 years.

In his presidential address, Education Minister Bosiram Siram said that the goal of higher education is not to award degrees rather is to develop the younger people of our State in such manner that they are not only have a satisfying personal life but also can make worthy contributions to the progress of the society to which they belong.

Stating that it is our duty to make them intellectually alert, physically strong, morally upright, socially committed and economically self-reliant, he said the intellectual dynamism, resourcefulness, economic prosperity of a society or a State are always reflected in the quality of Higher education. He also spoke in length on the initiatives of the State Government in improving higher education in the State.  

Sharing his observation, Parliamentary Secretary Education J.K. Panggeng called for focus on value and moral system. He also suggested for best use of the limited resources.  

Chief Secretary H.K. Paliwal said that education is the foundation for development and State Government is committed for its expansion. Emphasizing on improving the gross enrollment ration of the State, the Chief Secretary advised the participants of the conference to devote sufficient time on Rashtriya Uchch Shiksha Abhiyan (RUSA). Dr. Paliwal also stressed on quality of education.

Stating that higher education is for national building Rajiv Gandhi University Vice Chancellor Prof. Tamo Mibang also called for quality education. He highlighted on importance of good academic environment and introduction of semester system.

While proposing vote of thanks, Commissioner Education Ganesh Koyu said that the State is lacking in quality education due to inadequate number of teaching faculty. He pointed that many educational institutes have been upgraded but matching numbers of teachers are not appointed.

In his welcome address the Higher & Technical Education Director Dr. Joram Begi gave an overview of higher education scenario of the State. He informed that gross enrollment ratio of the State stands at 15% against 18.8% of the national ratio.

Stating the expansion of Higher Education in the State is required, Dr. Begi informed the density of higher education institutions of the State stands at 0.2%, against 10.2% of the national average. He added that the density of higher education institutions of neighbouring State of Assam stands at 6.6%.

Underscoring the need for adequate numbers of teachers, the Director of  H&T pointed that national average of teacher-student ratio is 24 and University Grants Commission norms said that it should be 25. In Arunachal Pradesh the ratio is 1:: 55.5.

Dr. Begi also spoke on RUSA, rectifying the examination system and introduction of semester system. He urged upon the participants of the conference for active participation and thoughtful contribution.

Earlier the Governor felicitated the pioneers of Higher Education in the State, Prof. A.C. Bhagwati, former Vice Chancellor of the then Arunachal University and T.C. Thakuria, former Principal, Indira Gandhi Government College, Tezu and gave away the awards for ‘Outstanding College Teacher’ and Governor’s award for University toppers.

Dr. B.N. Jha, Associate Professor in History, Government College Bomdila and Dr. A.I. Singh, Associate Professor in Economic, Dera Natung Government College, Itanagar received the ‘Outstanding College Teacher’s award for the year 2012.

University Toppers (Undergraduate) for the year 2012, Botem Moyong of JN College, Pasighat who scored 84.2% in B.Sc Mathematics (Hons.), Yayong Tari also from JN College, Pasighat, who scored 72% in B.Com (Hons.) and Talom Taloh of Dera Natung Government College, Itanagar, who scored 61% in B.A. Geography (Hons.) received the Governor’s Awards. Outstanding College Teacher’s awards and Governor’s Awards to University Toppers (Undergraduate) were presented by the Governor.

2012 Polytechnic Toppers Talekshwar Ray, who scored 83.69% in Diploma in Civil Engineering and  Amit Kumar Pandit, who scored 76.81 in Diploma in Electrical and Electronics Engineer, both from Rajiv Gandhi Government Polytechnic, Itanagar received the Arunachal Pradesh State Council of Technical Education Gold Medal from the Chief Minister.

National Service Scheme Project Officer A.K. Pathak of Government College, Palin, received the ‘Best Programme Officer, NSS Award’ for the year 2012. Tomi Polytechnic, Basar received the ‘Best Unit NSS Award’ for the year 2012. Joram Deepak of Dera Natung Government College, Itanagar received the ‘Best Volunteer NSS Award (Male), as Aina Siram of Rajiv Gandhi Government Polytechnic, Vivek Vihar, Itanagar received the ‘Best Volunteer NSS Award (Female) for the year 2012. The NSS Awards were given away by the Education Minister.

The Governor also released a book, titled ‘People and Forest in NE India-Resources, Regimes & Rights, authored by Rajesh Verma, Lecturer in History, Wangcha Raj Kumar Government College, Deomali.

A booklet ‘Basic Information of Higher Education’ was released by the Chief Minister as Education Minister released the NSS Newsletter.

The two-day annual conference includes discussions on University and University Grants Commission related matters, introduction of semester System, accreditation and workshop on best practices in higher education for quality management.

Besides the heads of Higher and Technical Institutes, Prof. Deepankar Pal, Director North Eastern Regional Institute of Science and Technology, members of faculty, special invitees, awardees, and officers of Directorate of Higher and Technical Education attended the inaugural session.

 

 

 

West Siang leads medal tally at Rural Sports Meet

ITANAGAR, Feb 21: West Siang was leading the medal count by winning 14 medals, including seven gold, five silver and two bronze medals on the fourth day yesterday in the 3rd State Level Inter-District Rural Sports Competition under Panchayat Yuva Krida Aur Khel Abhiyana (PYKKA) being held at Cimpu near here.

East Kameng was at second position with eight medals (5 gold, 1 silver, 2 bronze) followed by defending champion Papum Pare with 4 gold, 3 silver and three bronze medals.

Kurung Kumey won the football title defeating West Siang. The third and fourth places went to Tirap and Upper Siang districts respectively.

Ram Nopi of Upper Siang struck the gold in Archery 30 meter Indian Round in Boys category. The Silver and Bronze medals in this event went to  Taba Nikia of Papum Pare and Gera Mega of Lower Dibang Valley.

Bompi Kamum of West Siang bagged the gold medal in Girls Archery (30 mt Indian Round). Mohini Kri of Lohit and Netan Dema of West Kameng took the silver and bronze respectively.

Tania Niri of Upper Subansiri won the Badminton Single Boys title beating Gumjo Lollen of West Siang. The third position was won by Lahu Linggi of Lower Dibang Valley.

Badminton Single Girls tournament was won Nabam Yapu of Papum Pare. She defeated Ajiya Umpe of Lower Dibang Valley district. The third place in this event went to Minam Tekseng of Upper Siang.

John Nyona pairing with Gumjo Lollen of West Siang beat the duo of Lahu Linggi and Peter Tato of Lower Dibang Valley to win the Badminton Boys Doubles title.

Kayin Rome and Likha Oum of East Siang beat Gambi Gamlin and Gyamar Kuku, of Kurung Kumey to win the bronze.

In Girls Badminton Doubles, Yumam Mopi and Khoda Yaha of Kurung Kumey won the gold defeating the pair of Gegul Adibashi and Ajiya Umpe of Lower Dibang Valley. The bronze medal was won by Kimi Miwu and Rupi Mikhu of Dibang Valley.

In Girls Kabaddi, Papum Pare beat Upper Siang to win the gold and West Siang defeated East Siang District to win the bronze.

In Kho-Kho (Girls), East Kameng won the gold beating Papum Pare. Lohit bagged the bronze defeating East Siang.

 

 

East Siang  all set for strict implementation of COTPA

PASIGHAT, Feb 21: The Health & Family Welfare department with a mission to reduce tobacco consumption held an awareness-cum-consultative meeting on Tuesday evening in the DC’s conference hall. The meeting was chaired by the Deputy Commissioner R K Mishra and it was attended by the S P Pushpendra Kumar, JDHS Dr. Kabang Lego, Principal JNC T Talom, HoDs and principals of various HS schools of Pasighat.

Speaking on the occasion the Deputy Commissioner R K Mishra said tobacco consumption and smoking can cause deadly diseases like cancer and lung diseases etc. To create a safe and healthy environment for future generations we must highlights the consequences of tobacco consumptions. The concerned department should organize awareness campaigns and rallies to create a tobacco-free society involving NGOs and supports of common masses. He appreciated the East Siang ABK women wing and AdiSU for launching the recent extensive advocacy efforts in this regard.  

DC Mishra while referring the Section 6(a) of India’s Cigarettes and Other Tobacco Products Act, (COTPA), which prohibits minor’s access to tobacco products said strict action will be taken by the administration against the shopkeepers selling cigarettes, bidi, khaini, gutkha and other tobacco products without displaying pictorial board of 60cm x 30 cm, specifying the warning at the selling points violating Section. The awareness drive will also be supplemented with raids by joint taskforces of health, police and admin officers by issuing challans to the violators, he assured.

Earlier, SP  Pushpendra Kumar assured to intensify police vigilance and advised the DMO to conduct awareness campaign in higher level schools and rural areas where users are unaware of facts.

3-day training on IPM gets underway

PASIGHAT, Feb 21: A 3-day state level training on “Integrated Pest Management (IPM) for sustainable crop production in  agriculture and horticulture” for the field officers begun at GTC training centre here today.

The training programme sponsored by State Agricultural Management & Extension Training Institute (SAMETI) and funded by Union Ministry of Agriculture was attended by 50 officials, including Agriculture Development Officer (ADO), Agriculture Field Assistants from East Siang, West Siang, Upper Siang, Longding and other east Arunachal districts.

The first day of the training was on prospect of Integrated Pest Management (IPM) of vegetable crops and Role of bio pesticides in Integrated Pest management.

Imparting training on various pest control measures, Dr KM Singh, Professor (entomologists) from Pasighat College of Horticulture and Forestry under Central Agriculture University elaborated the prospects of pest control measures. Discussing on impacts and potentials of IPM with reference to “Biological control” of pest in management of diseases of vegetable crops, he laid stress on maintenance of Economic Injury Level (EIL) and Economic Threshold Level (ETL).

Another topic of the day was Integrated Disease Management (IDM) by Prof (plant pathology) LNK Singh, wherein he made threadbare discussion on the concept of eradication with respect of principles of disease management in solanaceous vegetables like potato, tomato and cucurbit etc. He said that infection of microorganism in plants depend on three factors - strength of the pathogens, host and environmental favourability. Classifying the crop diseases factors into two groups - Biotic and Abiotic, he stressed on preventive measures such as selection of certified/germ-free seeds, chemical treatment of the seeds and time-bound harvesting.

The second half of the firsts day programme marked role of bio-pesticides in integrated Pest Management in vegetable crops with special reference to bio-control based IPM in cruciferous and solanaceous vegetables. The resource persons, in the occasions imparted technical training through power point and video demonstrations on various pest control measures and also laid stress on maintenance of "Economic Injury Level” and “Economic Threshold Level" during application of various pest control measures.

It is pertaining to mention that the panel of Food and Agricultural Organization in 1967 introduced the concept of IPM to reduce health hazardous from the pesticides applied in crop field. The IPM is a system of pest control in the context of the associated environment and population dynamics of the pest species utilizing all suitable techniques, and methods in a compatible manners as possible and maintain pest population at level below those causing economic injury.

Briefing on the importance of rotational trainings, the in-charge of SAMETI Ajit Pao urged the participants to share their practical experience with related to plants diseases and to find correct solution measures from the experts.

Pao informed that Government of India has given major emphasis on biological pest control measures in the wake of ecological imbalance. He said that the scientists, with a view to minimize health hazards of the chemical pesticides into accounts, have designed and improved methods of echo-friendly biological pest control.

 

 

Tourist guide training  prog ends successfully

ITANAGAR, Feb 21: The state tourism department has successfully organized a State Level Guide Training Programme from February 11 to 20. The programme was conducted by Indian Institute of Tourism and Travel Management under the union Ministry of Tourism.

Prof. Nimit Chowdhary and Ramesh C. Devbrath were the lead trainers while Bengia Manna Sonam Assistant Director of Tourism was the coordinator.  

The course content was designed by IITTM, Gwalior. The  trainees were given first hand experience on practical guiding in a professional manner. Besides classroom interaction, trainees were exposed to real time guiding at places of tourist interests. They were also taken to State Museum and Gompa for 3 days to practice tour guiding.

The main objective of the training is to enhance capacity building so as to meet expectation of growing number of tourists visiting the state. It is expected that these professionally trained tourists guide will present a professional face of Arunachal tourism and show the state in good light. Next batch of training will start from 4th March, 2013 and those unemployed youth’s candidates who are serious about tour guiding with minimum qualification of class XII  pass can submit their bio data latest by 28th Feb 2013 at Directorate of Tourism, Itanagar.

Parliamentary Secretary, tourism, P.D Sona along with tourism Secretary Sonam Chombay while attending the valedictory programme exhorted the participant to maintain professionalism and take Arunachal Tourism in a greater height.  

 

 

PPWC opposes shifting of EM division

ITANAGAR, Feb 21: Pasighat Peoples’ Welfare Committee (PPWC) has conducted an emergency meeting at Pasighat yesterday and discussed various issues.

The members unanimously opposed the shifting of Pasighat’s EM Division to Pangin circle as per the recent Government order without the knowledge and consultation with the people of Pasighat.  The people will not welcome such decision which may lead to some uncomfortable and uncalled for situation, it said.

The PPWC failed to understand the motive of the Government as well as persons behind the pursing the shifting of EM division, the committee said.  It claimed that it was the demand of the PPWC for establishment of EM division at Pasighat which was tabled during the high level meeting at East Siang DC’s Conference Hall on June 21 last.

It demanded the authority for revocation of the shifting order of EM Division from Pasighat to Pangin circle within a period of 15 from today or else the PPWC will be forced to hit the road by announcing series of democratic movements.

The PPWC also served a 15 days ultimatum to the concerned authorities of BSNL and SBI ATM Pasighat including General Hospital Pasighat to provide better services.

AGSU seeks CM’s intervention

ITANAGAR, Feb 21: All Galo Students Union (AGSU) has appealed to the  Chief Minister to intervene in the reported termination of three Arunachalee FTC judges by the  high court registry.

In a representation to  Chief Minister Nabam Tuki, the union said “sudden termination of three FTC judges by  court administration without any consultation with the Govt and thereby getting defunct all the courts of the  state” is itself a contrary to the directive of the Supreme Court of India.

It appealed the Chief Minister to take up the matter seriously with the High Court for reinstatement of their services and for their absorption under relevant rule of the Arunachal Pradesh Judicial Service.

 

DRDA staff  calls on  Ramesh, submits memo

ITANAGAR, Feb 21: All India DRDA Staff Welfare Association, Arunachal Pradesh unit submitted a representation to Union Minister for Rural Development Jairam Ramesh regarding  salary problems of DRDA employees of Arunachal Pradesh.

The association said that MoRD needs to re-modify the funding pattern under DRDA administration. “Inspite of rendering the dedicated service, the DRDA employees of  Arunachal Pradesh are not getting their salaries for last six to nine months due to the deficit of fund under DRDA,” the memorandum read.

The association appealed to the minister to look into the matter and consider the enhancement in releasing of fund in administrative scheme on a compounding basis as prescribed in DRDA guidelines under administrative costs and as per 6th CPC.

 

Dissolve JHPC: ANYA

ITANAGAR, Feb 21: While opposing the decision of the Joint High Power Committee meeting on the issue related to Permanent Residential Certificates (PRC) non-APSTs in the state, All Nyishi Youth Association (ANYA) has appealed to the Chief Minister to intervene and dissolve the JHPC.

Claiming that some of the political leaders are working in favour of non-APST businessmen,  ANYA president  Bamang Taji in a release today said “we will never allow PRC to be given to non-APST persons in Nyishi  inhabitant areas.” “We will never accept any recommendation of the JHPC regarding PRC to non-APSTs,’” the ANYA added and urged the Govt to drop/cancel such move to issue PRC to non-APSTs.

 

Complaint lodged

ITANAGAR, Feb 21: All Arunachal Pradesh Youth Organization (AAPYO) has urged the Capital Complex Deputy Commissioner to take action against the security personnel deployed in the office of the Chief Engineer, Eastern Zone. Alleging ill-treatment by the security guards, the organization said that recruitment of local youths as unofficial security guards is “against the concurrent of government law.”

 

Production management and post harvest workshop held

ITANAGAR, Feb 21: Three days training cum workshop programme for farmers and horticulture officer on production management and post harvest technology of major crops in Arunachal Pradesh was jointly organized by Indian Institute of Spice Research (IISR) Kozhikode Kerala and Spices Board, Itanagar here from February 18-21.

Inaugurating the programme Horticulture Director Zambo Ratan highlighted the role of spices and importance of scientific production technologies for augmenting the yield.

Horticulture Department Deputy Director Narang Tari also advised the farmers and the officers of Horticulture department to learn scientific knowhow and emphasized for cooperative movement for successful spices farming in the state.

Both Ratan and Tari also briefed about importance of Ginger and Cardamom. IISR Kozhikode Senior Scientist Dr P Rajeev and Spices Board, Itanagar, Senior Field Officer S Saikai, K Kandiannam, D Prasad, CN Biju made presentation on production and post harvest processing of Ginger, Turmeric and large Cardamom.

Altogether 54 farmers from East Siang, West Siang, Lower Dibang Valley, Lower Subansiri and Papum Pare district along with Horticulture officers attended the workshop.

Appreciates for saving life

Dear Editor,

Through your esteem daily, it is to inform to general public that on the night of 16th February at around 11 PM one speeding vehicle knock down Kenge Ado, an Assistant Sub Inspector (APP) who was coming back to his residence after curtsy visit to a friend who got operated recently. The incident happened near Old Deputy Commissioner Office, Naharlagun and the driver sped away without caring about the ailing person. Not even that, the person who was following the vehicle which intentionally hit the police officer also did not try to help him to get medical treatment. ASI Ado somehow managed to raise his hand hoping to get help from the passing vehicle but in vain. After a while  Yukar Taw, a true dedicated social worker who was passing through same road found Ado in pool of blood and immediately rushed him to General Hospital, Naharlagun without a second thought. This act of Yukar Taw is really a commendable and praiseworthy act and we don’t have any appropriate word to convey our gratitude to him.

I on behalf of Aado Welfare Society Itanagar, convey our heartfelt thanks from the bottom our heart to Yukar Taw, for his yeomen service being rendered and saving a precious life of a Police Officer in general and Ado family in particular.  May God help Yukar Taw and his family in every sphere of life.

Betrayal after betrayal

Dear Editor,

Before our memory fades lets us recollect the news item that appeared in this esteemed daily on 25.12.2012, which reported “Major Issue faced by the Gurkha and Yobins of Vijaynagar was solved on spot, by Nabam Tuki, the Chief Minister of Arunachal Pradesh by distributing PRC certificates to few senior citizens and has directed all others to apply for the same and collect from the office of the circle officer.

On 17.02.2013 While sipping a nice cup of tea in the morning and going through this esteemed paper to find out what is going on in my state, I was deeply hurt and felt once again betrayed by the Government, on coming to learned that the government’s high power committee formed for recommendation of granting PRC to non-APST is still in the process of discussion. May I ask a question, Was Mr. Tuki’s act of granting PRC to the few residents was a joke? Or is he fooling the illiterate residence of Vijaynagar?    

We the Yobin people have faced betrayal and nothing else from the Government of Arunachal, and every time a new government is formed we looked forward that our grievances will be addressed but nothing happens apart from empty promises, and we are back to square one with deprivation and discrimination.

The Yobins have a long historical attachment with Arunachal Pradesh since North Eastern Frontier Agency days and as such one of the aboriginal tribe of the state which fact is acknowledged by the other brother’s of Changlang district that is Tangsas and the Singphos. And it is an open fact that we have been demanding for the restoration of our schedule tribe status for the past 40 years or so therefore non-granting of PRC is not our major issue, the demand for PRC is the demand of the Gurkhas who were settled in our land. As such the government’s interest in addressing their issue is justified because they have become more influential than the Yobins, and why not, the Democracy is about how much noise a particular group can make. We the Yobins cannot make noise because we have become minority in our own land and our status tagged with the refugees.

I have no hard feelings with our Gurkha brothers I am only trying to make my point across the table is that we are the indigenous tribe of Arunachal Pradesh as such only Granting PRC to us tagging with other Non APST is not going to help us. We demand our Schedule Tribe status, if the government feels Gurkhas should be given PRC is upto them without floating the laws and rules mend for the protection of the tribal people. Let every right thinking citizen of Arunachal spare a few minutes of their valuable time and ponder upon this issue, lest 10 years from now we may wonder, What have we done?.

Waste management

With approximately 1.3 billion tonnes of municipal waste generated each year, and volumes expected to increase to 2.2 billion tonnes by 2025 according to World Bank figures, urgent action is needed to head off the threat to the environment and human health posed by this global waste crisis.

This growing problem was foremost in the minds of delegates who gathered at the biennium conference of the UNEP-hosted Global Partnership on Waste Management  held in November last in Osaka, Japan. The conference brought together waste experts from around the world to find answers to the global challenge of waste management and reap the economic and environmental benefits through better coordination.

The threat posed by poor waste management is particularly prominent in low-income countries where waste-collection rates are often below 50 per cent. Piles of garbage along river banks; thick smoke from open burning of mixed, and partly toxic, waste; pungent odours; flies and rodents are an all too familiar scene. Ever-faster population growth, urbanization and economic development are producing increasing quantities of waste that are overburdening existing waste-management systems.

There is no end in sight to this trend: by 2030, the global middle-class will have grown from 2 billion to 4.9 billion, each of these new affluent consumers longing for greater quantities of more sophisticated and resource-intensive goods. Public waste systems in cities cannot keep pace with urban expansion; rapid industrialization is happening in countries that have not yet developed the appropriate systems to deal with hazardous and special wastes; and the growing trade in waste poses significant challenges.

Waste management is one of the most complex and cost-intensive public services, absorbing large chunks of municipal budgets even when organized and operated properly. Basic human needs such as clean water, clean air and safe food are jeopardized by improper waste management practices, with severe consequences for public health.
